I have owned two pairs of BD wind-proof liner gloves - an older pair of Jetstreams and the new model, their Windweights. Both used Polartec Windbloc fabric.

These gloves are excellent next-to-skin gloves for winter use, especially at colder temps. The fabric blocks out cold winds and the wrist flares/gauntlets are long enough that you can tuck them under a windshirt or long-sleeve midlayer to seal out drafts. I imagine that you could wear a thin pair of liner gloves underneath them if you size up enough, but I have not experimented with that option.

I gave these a four for a few reasons. First, the older models fit my hands better for a similar size. This is not really BD's fault, but when I need to replace pair of gloves, I will first look for my original size.

Second, the seams on the inside of the gloves are rough and stiff because of the sheer nature of fabric. This is present on the current models (a friend of mine bought a pair for winter use at my suggestion, and made the same comment), and I believe it was present on my original model.

Third, the fabric dries slowly and is not as breathable as a fabric such as powerstretch. This is an inherent problem with the fabric and not necessarily a problem with the gloves. That said, these glove are more suitable for colder climes i.e. where the temperature is lower than 15-20 F continuously.
