Hi Dan. I've not used it with a 25" pad but I don't see why it wouldn't work. The pad straps are adjustable. You can also use it without the nylon pad straps. They are removable. All they do is feed through loops that are sewn to the quilt and then snap together sort of like a belt. The top of the quilt has a snap to keep it secured around your neck. The neck snap alone works exceptionally well to keep the quilt where it needs to be.
