The "military personal folder", p38 can opener, and web belt makes me think this came from an old Army packing list, at least partially, although the rations do not make sense (unless car-camping).

I think this might just be a list of everything this person owns. So, one would guess that they are trying to seek advice on the "next level up": ultra-light living. If so, I applaud your efforts. But you will probably want to get rid of the electric razor.
