Do wood fueled stoves qualify as an open fire if they have a foil base underneath to protect the soil and a windscreen?

Yes, it's the embers from the fire that is the issue.

darn. but a true cooking fire in a small wood stove has flames -6in. tall! of you use the right materials, it won't produce so much flying embers.

Yes, but that one ember is enough to start a brush fire. Fire starting techniques like hand spindle or firebow only require one ember for a fire. Modernizing that, a fire piston also uses only one ember--see what I mean? But the truth is, I'm sure most of us will be responsible in doing what we're doing. The forest rangers and what not are concerned about the minority--the morons that don't know what the heck they're doing.

Wait for the snow and you should be able to use them.
