Is there a way to do this directly incase seller doesnt accept paypal? Is there any service provider who can do this for me?

Alternate:
I can tranfer the paypal balance (USD) to credit card (Indian Rupees) with a $5 fee and then pay (USD) but I am losing money in currency exchange, 2.5% Currency Conversion Processing Fee, withdrawal fee, and transaction fees.

PayPal Plug-In would have been perfect but it is not available outside US.

Is there any virtual credit card service I can load using paypal?
