Yeah, that's my question too! Regardless of how developed a place is, what's a supply box doing on an isolated ledge that people apparently can only fall onto -- but is otherwise inaccessible?

How lucky can a person be to have a fall stopped by a well-placed ledge -- and with a supply box containing water sitting right there????????
