I have always used a pack cover to great effect. Liners are fine but pack weight can increase significantly if wet. No theory here required. Use what you prefer.

Ian, you have a muscle imbalance. Specifically weak hamstrings. I had the same issue a few years ago. Weighted squats and leg curls.
