If you want a really breathable and light outer shell to act basically as a scrim, pick up some 4.5mme silk! Not sure if the insulation would poke through it though, but should be plenty breathable...

There's a few articles on winter footwear. Many use the NRS Hydroskin for a similar purpose. Thin and comfortable neoprene sock that's warm and vapor proof if you seal the seams.

REI is selling the Flash 62 for just under $100. A little bit smaller than your preference but the 62 has a robust frame with suspension. It should be able to carry your desired weight.

Max, you're wrong. Wool dries slowly which reduces flash cooling, hence the "warm when wet". For reference are there any wet suits suitable for arctic water (ie around freezing) temps...
