I had a '07 Circuit without the stay and was comfortable with 28 pounds in there. The hoop and rods did their job just fine.

I'd go with the longer too, Dot Dot. Try using your current poles at both lengths and see what you think.

How important is it really for a frameless pack that will be hanging off your shoulders regardless? I don't believe it is as important as a framed pack where you are looking for weight transfer...
