About the same as a poncho for wind, but it is a cape and has hand holes rather than open sides. +1 on a cord belt for taming. As a shelter, it is as stable as any other single wall/single pole...

Cotton is a step backwards and will leave you wet and won't dry fast enough. "Cotton kills" still holds. I have Power Dry shirts in several weights and have not noticed a tendency...
