I prefer to carry it outside vertically with two loops of thicker shock cord and cord locks. Thin shock cord works, but isn't quite as secure.

DWR wears off due to abrasion (including washing) and exposure to dirt and oils. Time isn't a significant factor over a year. Just be sure to wash in something without a wetting agent like most...
