Subjective, but 6.5 lbs is probably reasonable for drawstring shoulder "straps". I would do something to protect the opening from rain though.

Weight Specs
Seems most 'mainstream' gear makers either list optimistic weights or skip altogether. It's often the boutique makers who list with accuracy/honesty.
