You can easily get the R1 for under $90 when it's on sale. Find a balaclava on sale for under $20 and you are set.

Rab Latok Alpine. They have kept the same design for the last 5 years. They work very well with no frills. Just an elastic waist, great side zips, and light instep patches.

They are great for skiing, but they are a little crinkly compared to most shell pants. A touch baggy, which is ok for skiing. Not quite as nice for climbing. Breathability is ok when it's cold....

I use a Capilene 2 or 3 and my windshirt over that. Never with a down jacket. Windshirts are for moving. Down is for sitting.
