Re: Montbell sizing
Not the same jacket (same brand though) but I use a Large UL Wind Shirt over a Medium Ex Light. I think a medium might compress the down and restrict movement.

I've got a Revolution 3PM tent from Big Sky. Would highly recommend their tents. Probably at the top of your price range if buying new though.
