I agree with Glenn. If your pack weighs 11oz more when wet and a pack cover weighs 3 oz, your weight savings will not be 8 oz. Your pack will still absorb water. Regarding waterproof pack fabric...

A double wall tent may keep water from dripping on you, however, I prefer single wall tents or tarps in these situations because they allow me to easily wipe down the inside of the tent.
