I make a riser out of an aluminum cookie sheet and steam bake in silicon cups or a small aluminum pan. I use alcohol stoves that simmer.

Have you looked at external frame packs? You might look at McHale - the packs are custom made, and expensive, but may be able to meet your needs better than the brand name offerings.
