FWIW - if the pack is fit and worn correctly, the hip belt should be worn around your hips and not your waist, so waist size is irrelevant.

Last summer an old roommate made off with my wife's WM Caribou, so I need to get her another summer bag/quilt. Something in the 30-40F range, regular size, max 24 oz.

Those orange ones that came with the Arctic packs were the Pacific Outdoor Pneumo (LTW version I believe). I don't think they're made anymore though.

I know of at least one company that makes their larger sil tarps using 4 panels, so I don't sew why it would be an issue to use 3.
