Inexpensive Tenkara?
I really like my Stone Fly 360. Although, I don't have any other rod to compare it to. In the past, some have had problems with the lillian coming off, but I haven't experienced this.

Rack for 30L pack
I haven't used it, but a lightweight option would be the Arkel Randonneur Rack. I think they don't recommend over 25ish pounds on it. So, it might just work.
