Tighten the bottom and middle side compression straps before filling the pack. You'll have less depth to deal with so you can fill the pack higher. The HMG packs (in my experience anyway) carry...

29.6 oz on my scale. Probably safe to say 30 oz though. As best I can tell nothing has been cut down or removed so there's some opportunity for weight savings through mods.
