I'd say Pertex Microlight is extremely breathable. As mentioned, Montane makes some good ones, as does Haglöfs and VAUDE.

I have two of those. The first one was so good that I just had to buy another one for backup. Oh the only downside is they're quite boxy, typical of Montane maybe.

Gets rid of some/most/all of the wind, thus reducing your energy consumption. Also keeps you dry during mild rains. Probably not recommended for winter, low-temperature use.

I suspect that they can handle a light spray but nothing serious. I wore a Tyvek pant on the day before I took this photo: The rain wasn't really... catastrophic, but it was some rain...
