Flame resistance
Using very crude methods, I can see no difference in this materials' resistance to flame vs a standard 1.0 oz cuben fiber. They both melt readily when confronted with a flame.

Design goals and aesthetic.
Keeping the PET laminate on the inside makes sense from a purely functional point of view(likely maintain waterproofness for longer), but having it on the outside LOOKS so much cooler!
