Just shaking it doesn't really work. A guy at Feathered Friends showed me how to do it years ago. Open the bag flat on the floor or other surface and with your hands "sweep" the down ...

For what it's worth, the Brits I walk with--culturally serious tea drinkers--all use teabags. Wouldn't think of going loose. Too much faffing about, they say.
